Skills with perfect timing hard to use when scaling based off attack speed

Perfect timing skills scaling off attack speed makes them hard to do, especially when your character has a wide range of attack speed (tailwind, frenzy charges, etc). Would be nice if the perfect timing was always the same time / the minimum attack time of the skill if it has one.
