Ignagduk Shield Charge Hitbox fails to register

For whatever reason, I am unable to hit Ignagduk with Shield Charge during her first phase (broom phase). Even when she comes to land in the middle of the arena, she seems to lack a proper hitbox for the skill to collide. once the second phase starts, things operate as they should.
