Buff Icons Improvement

This is a 2 part suggestion

- Make more temporary buffs available to show on screen such as "Tempest Rising". With it only being a 4 second window for "Recently", it would be nice to see some visual indication that the buff has expired.

- Allow the user to move the location of the "Buff Bar" on screen. Playing on a larger screen, its difficult to actually take my eyes away from the action to check my buffs. If I could relocate the buff bar more central it would be a lot easier for me to see/understand what my characters buffs are/are doing.

Can't believe not more people are talking about this. If you're playing on ultrawides I am looking up there to check my charges to consume or when it's about to expire..
