A lot of level 21 gems don't work correctly past level 20

Hello,
LVL 21 + 20% QUALITY Archmage give 9% as extra lightning per 100 max mana LVL 18 + 20% QUALITY Archmage give 8% as extra lightning per 100 max mana Both give the same amount of DPS on my skill, there is a problem, note that this upgrade cost me 6 div so please fix this and give me this extra %. i guess all gems 21 dont work there are a few posts about the archmage but u can get lv 21 to 9% instead of 8 buying a uncut spirit 20 and using lightning mastery support the others dont have a work around
