Unable to spend gold at Finn when creating a new character

I just created a new character; in Clearfell Act 1; just after killing the miller I can not spend my old characters gold to gamble for items from Finn.

I can only gamble after getting gold on the new character, when this earned gold runs out I can no longer purchase items

I just went back to my first character and Finn in Act1 normal is also bugged on that character. I can not buy any 2h maces with that character either. The gamble vendors in other acts do work.
