Some skills dont work with Jarngreipr unique gloves

I was trying to use staggering palm with Jarngreipr unique gloves (and pillar of the caged god staff) with enough strength to satisfy the requirements but it wont allow me to socket due to the dex and int failed requirement. These should already be met from my current strength since staggering palm is a melee skill. This seems to work with most other stave abilities.
