Inconsistant Drag and Drop interaction with Skill Panel Gems

In a Skill Panel, the mouse drag and drop behavior for main gems and support gems, as well as grad and drop mechanics, do not rely on releasing the items. From my experience, it would be better to have it consistent or disable drag and only make it click drag.

Steps to reproduce:
1. Click and hold the left mouse button down on the skill gem or skill icon itself.
2. When you release the left mouse button, nothing happens.
3. You need to click again to drop the gem or skill.
4. If you try to do the same with support gems, it ignores the drag.

So it looks like the drag and drop is effectively behaving like a simple click on an item, but only for skills and skill gems; for support gems, it is ignored.
This causes some confusion in expected behavior.

The better approach is not to allow drag at all, as it is in support gems, so you always click once to drag the item. Or make it drop on release and allow to drag the support gems as well. Both solutions are ok and will behave consistently.
