Bug: Unable to use Galvanic Shards on weapon set II

For some reason, I can't use galvanic shards on my set II, but I can on set I. Both sets currently use the same weapon, with no substantial difference in their affixes. The only difference is that one gives accuracy and the other gives cold damage, so it's not that I have a weapon or attribute mismatch. Which would block me from enabling it on set II anyway.

When I try to load the bolts it shows as loaded (the golden outline). But it also shows my previously loaded skill as loaded, which is the skill I actually use when firing.

This somewhat happened to me. Glavinic from the past was only used on weapon set 2. I am now solo crossbow and I cant apply it to weapon 1. Doesnt even show up where I can attach it to my bar to use. Only thing I can think of is a bug with weapon sets.
