I can't blow the horn in cruel act2

I'm at the sandstorm, I have the horn, but it's not triggering the "blow the horn and progress" scene.

to overcome this, I had to take the caravan back away from the Trail of Corruption, and then take the caravan back to the Trail of Corruption. It then gave me the "Sound the horn" I icon on the ship
