game is locked at 60fps

i have a problem with poe2 that my game is locked at 60fps, vsync and vertical synchronization is off, tried everything:
-reinstalling game, changing to default settings
-set to windowed fullscreen and windowed
-updating bios
-updating graphics card drivers
-msi afterburner (setted temperatures, fan speed)
-all amd software turned off
-set high efficiency in graphics settings to poe
-setting lower resolutions also didn't change anything, the game is still locked to this framerate and fps doesn't increase even if i set to lowest resolution
literally tried everything, i don't know if is this the effect of the new patch or my computer not meet the performance requirements for this game?

something weird that appears in my amd application is that it shows that poe is running at 120 fps?

same thing was happening to me, i toggled vsync from adaptive to off and back to adaptive and now it is uncapped.
