Earthquake Skill Gem Quality Rework +

Earthquake is a fun skill once you get some investment into it, it's damage isn't the highest, but you can get a really good aoe radius with it and it becomes fun.

However even with less skill effect duration support the skill's trigger ability still takes way way too long to activiate its aftershock. The main issue people have with this skill is that you have to wait 4~ seconds to reap the benefit of the skill (which doesn really reflect the amount of low damage it does - compared like sunder and hammer of the gods which do significantly more damage for less time), which by the time it triggers, you've already killed the enemies with a different skill or simply end up playing it as time bomb and walk in circles which isn't really that engaging.

The skill needs more opportunity for less/reduced skill effect duration imo. I suggest changing the Quality bonus from gemcutters for the gem from maximum jagged ground(pointless really), to instead be an additional less skill effect duration by quite a large %. I also believe that in the skill tree, the "Tides of Change" Notable section should be swapped in locations with the "Near at hand" Notable. This would make less/reduced skill effect duration in the tree easier to access as well for warriors.

Or just potentially reduce the payoff time all together and maybe slightly increase the damage, but I feel the reduced payoff time is more important for the general feel of the skill.
