Ghost Dance Quality Not Working?

I put 20% quality on ghost dance and the wiki's said it would give 2% more evasion as es on hit yet the tooltip and every thing else it still showing 5% and the number associated with 5%,

I have 12006 Evasion so i should without quality get 600 ES on hit and the tool tip shows that but after the quality its still showing 5% and 600 ES.

Maybe the wikis are wrong and thats not what quality does but then that begs the question what is it doing cause i was looking at the expanded tool tip as i put quality on it and nothing changed.

Holding alt on the gem shows no benefit from quality.

is bugged i think
