POE2 cannot complete Legacy of the Vaal

I'm at Act3 Cruel and I beat Doryani.

I have the same problem and judging by the number of posts on the forum and reddit, quite a lot of people who started the 2nd character have this problem

I deleted my other characters, as they were low level, then problem fixed.
