Stormweaver "Scouring Winds" Node Does Not Scale Incinerate Maximum Exposure

The Stormweaver node "Scouring Winds" lowers affected resistance by an additional 20%, but for Incinerate, it only adds that 20% to the first "application" of Incinerate's exposure effect. When the exposure stacks up to its maximum, the additional 20% is lost.

Reproduction:
1. Level up a sorceress to the point where you can choose your specialization.
2. Use your first two ascendency points to take "Scouring Winds"
3. Use Incinerate on a mob to stack up exposure
4. Note the maximum exposure level is unchanged from 50%

Expected results:
Exposure caps out at 70% instead of 50%

Actual results:
Exposure starts stacking at -20% lower than before but still caps out at -50%
