Graphics card usage and windows 11 (24h2) issues

As shown in the screenshots above, i am experiencing extremely low Gpu usage mainly in the "cities"/"hubs".

The issue presents itself "in game" also, seemingly at random since by just moving by a couple of meters the usage drops by as much as 20% causing stutters and delays that ruin the gameplay especially in hectic areas like the dreadnaught.
The issue cannot be mitigated by anything as far as i know: i tried changin every graphic option without witnessing the slightest change; i also tried to disable every possible background process and overlay but still without results.

I am running an i7 9700k, a 2080 ti and 16gb of ram but as seen on the screenshots neither the ram or the cpu are being stressed over an acceptable ammount, leaving the gpu usage the only apparent and logical culprit.

Also on a side note, the last windows version (24h2) makes the entire system freeze when launching the game (sometimes before the login, others when loading into the map after character selection)

look at your per core cpu usage.

if the game is only using 4 of 8 cores and slamming them it might be showing as 50% cpu usage ect.
it going to 80% makes me think your cpu is approaching its limit and bottle necking there.

if your gpu is waiting for your cpu to feed it data it literally cant do more.
if your cpu is sending the gpu more data than it can handle, same story in the other direction.

side note: that cpu is over 6 years old. can only expect so much from it.
if/when you upgrade completely ignore intel. for gaming, AMD cpus are king by a mile these days. 7800x3d/9800x3d

that gpu is also not great these days but i would start with looking at what your cpu is doing and when.

also looks like you are playing ultrawide(?)
thats not gonna help. just as a test see what happens if you set your res to 1920x1080.

change your GPU to RTX40
