Where are the damn Citadels?? Can anyone tell

I have done hundreds of maps, there are no trackers no locations of citadels, how am I supposed to find them? The map looks convoluted hard to navigate, no search function and even cannot zoom out?


I have one more question if someone can answer, wtf is quality doing on wands/staffs for a mage, they have no weapon damage, so what does it do?

New atlas is basically poe1 delve 2.0 mine. I didn't see any citadels yet, but they probably exist as rare biome, encountered randomly in any direction, like abyss/vaal/primeval ruin biomes from delve

On my wand it increases cast speed of wand skill. No idea about cast speed of all spells though.
