Sunder - Devastate Support not working

I understand that Sunder consumes full broken armor to deal a critical hit. Seeing as my Sunder heavy stuns a lot of enemies in 1 shot I figured, this would be a pretty cool thing to put on. "Supported skills fully break armour when inflicting a heavy stun" meaning I'll be able to break armor after I stun with Sunder to then use Sunder again to deal a crit no? Well, no. It's not working. I've been sitting here watching all my enemies get stunned and no armor breaks.

Now, one might argue "It consumes it when it applies it." but, given how I know how PoE works, the armor break would come after the damage dealt. I also have the Titan ascendancy of "Your hits are crushing blows".

So, something along the lines isn't working like it should.

Figured I'd just reply rather than edit so my edit gets seen. I forgot to mention, my spirit gem gains me "Scavenged Plating" when I break armor. Devastate works on Rolling Slam. My plating stacks got to 10 soooooo fast. Yet, never got a single stack when attached to Sunder OR Leap Slam which both consume Armor Breaks for different things.

Now, I could understand the 2nd attack of Sunder consuming the armor to deal a critical, but Leap Slam? I get no plating stacks when Devastate is attached to either of them.

Sunder is a payoff skil, pay off skills cant cause the debuff they interact with so sunder cant break amour and then consume it.
