In PoE highest tier of modifiers is T1

Why would you swap to a reverse order where one would need to check 3rd party website just to know what the highest possible tier of a modifer is.

Does the modifier cap at T6? Or T9? Nobody knows except dataminers and it's listed somewhere on 3rd party website.

Keep the highest T1. It's simple and it has worked for years. I was under the impression PoE2 was trying to reduce to burden of relying on 3rd party information for the game.

Yeah this is a dumb change IMO. I think the T1 base roll was a much much better system. You can have life have 6 tiers and damage have 5 tiers and always just know that T1 is what you are shooting for.
They should show the ranges Just like they show the ranges for that tier. Should be another sub that says (T1-T12) so we know how high the tier can hit for that stat.

The change was made for players that were new to PoE -- map tiers worked the opposite way around from item and affix tiers in PoE1, which is confusing for new players. PoE2 change item/affix tiers to be bigger number better so that word "tier" means the same thing whenever you encounter it. I'm guessing they figured that PoE1 players were smart and adaptable enough to make the mental switch.

Also, PoE2 having bigger tier better across the board means that they won't end up power creeping their way into Tier 0 situation, which was the actual highest item/affix tier in PoE1. This way, they can keep adding higher tiers of things more or less indefinitely, if they want to -- it gives them room to grow.

The problem with that is there's a difference between progression and rank. When talking about placings in a race 1 is always the best making an item piece naturally want to be a rank 1 as best and 10 as worst whereas in a progression system like maps you progress from 1 to higher numbers.
Modern gaming has run into that issue you mentioned about rank 0 and the solution was the introduction of "s" rank or "bronze silver, gold" naming based on quality becomes the standard beyond maximum or they could do what they've done historically and shuffle teir on gear to reflect a balance.

The point being a single system for rank and progression dosent really work and feels implemented more for simplicity than futureproofing

The problem is that so many stats and items have different tiers. Instead of knowing T1 is best you would have to know that T13 life is best on armour but T9 life is the best on gloves. If you’re talking ES then you need to look again to learn that T11 is the best ES on armour and T7 on gloves. There is no way that is practical or friendly to new or old players.
