Rampart Raptor Tense Crossbow

Found this rare and was very excited. But now I'm stuck with a glitchy item that for a minute I thought had some kind of curse that I neglected to read. But it seems to just get stuck and won't reload or fire. Then I smash the button over and over and it eventually will fire several times in a row. But then eventually goes back to being stuck again.
