Bugged interaction with Voltaic Mark and Cull

Long story short: Enemies marked with Voltaic Mark will not explode when culled by a wand's "Power Siphon"

I'm using Hand of Chayula to apply Voltaic Mark, Conductivity and Enfeeble

On my secondary weapon slot i have equipped a Siphoning Wand to have access to Power Siphon

Whenever a marked target is Culled by Power Siphon there is no explosion triggered

I know it's not related to the Cull mechanic itself because when using Killing Palm, the explosion triggers as normal

I tried applying Voltaic Mark without using Hand of Chayula thinking it could be something due to the weapon set being swapped from one skill to the other but there's still no explosion even if the mark is applied when I'm already holding the wand

I'm experiencing the same thing with Galvanic Shards. I usually put down lightning rods too and it is seeming random whether or not the mark explosion procs when being hit by the galvanic shards/lightning rods. I believe that culling hits from either or both of these skills stop the mark from exploding.

Mark description says that the monster just needs to die, so culling should work too.
