Act 2 Sandstorm Soft Lock?

Progressing through "The Trail of Corruption" quest in act 2 where you have to "Use the Horn of Vastiri to clear the standstorm." Traveled to the barrier, used the horn, and my game crashed.

Since then I have not been able to get the prompt to use the horn to reappear again and have been stuck on the quest unable to proceed in Act 2.

What I've tried:

- Re-instancing
- Re-logging
- Restarting the game
- Dropping the horn -> re-logging -> reobtaining the horn from Zarka -> Traveling back to the barrier
- Praying

No such luck. Anybody else run into this by chance?
