Gem "Withering Touch" not applying stacks since 0.1.0d

I have a poison ranger who had Withering Touch on Rain of Arrows. Since the skill was adjusted in 0.1.0d I thought here lied the problem. Even on my auto "bow attack" with Withering Touch socketed, the gem does not apply any stacks of Withering Touch anymore, not matter how many attacks.
