Act 1 is the perfect length, 2 & 3 really need to be shortened
I've played through the campaign a bunch of times (altoholic) and every time I do it I notice I look forward to A1 because it doesn't drag on, and the map isn't ridiculously big. Considering how slow we are now, the massive maps just don't make sense, it feels like a walking simulator at times which isn't fun at all.

Good example is the sluice level in act 3. Yes we get to see the gimmick of that place, yet after the 10th lever and already crossed the canal twice, there is still more to go.

My gut is telling me they'll add to the game at some point. The zones in generally are way too big. I'd say about 4x as big as any POE1 zone.
They get old and quick. Most of the zones are just so boring. Act 3 drones on and on and on and the jungle barely ever changes. And for the most part, the enemies are uninteresting and uninspired. Act 2 is slightly better, we do have the ramparts section and the bone graveyard. Otherwise it's uninspired desertscape and plain boring tunnels. My firm belief is that in the x years POE 2 has been in development, they really only had act 1 developed fully. They had a framework for 2 and 3 and just used copy and paste to stretch everything out. Add a trap here and there and make the zones 100x bigger and viola; you have a long game. I don't have as much an issue with the length, but I do think they should have probably filled some of these extra long levels with a little more story exposition in parts and extra level bosses, the kind with proper spectacle and mechanics.
