Quality doesn't impact Ghost Dance

When you press alt and hover over the Ghost Dance gem, there's no information in the following section : Additional effects from quality. Not sure if it even does anything but it's not showing any information.

Same issue with Ghost Dance and other gems (e.g. Combat Frenzy). See linked image for a 20 quality gem with no effect.
