Hulking Form Not Granting 50% On Small Passive Skills

Edit - Turns out that the way the passive works is that once enabled, it actually changes the visual numbers on the passive tree whether you have the small passive enabled yet or not. Makes sense, but also has clearly tripped some people up (me included).
