Runes and implicit modifier scaling
I love runes being selectable implicit modifiers but they the problem is with the crafting bench in POE1 you had different tiers of like say resistance mods you could gain throughout the progression of the character to be able to take some of the edge off of your randomized gear drops, runes as they are now don't give you that ability because they are stuck at 12% or whatever value.
I strongly believe they and all implicit modifiers on different weapon and armour types should be able to scale based on item level. As the shift from of power from the passive tree back to gear(which i agree with) one this helps normalize gear progression while leveling. and makes higher level gear more valuable. They should always have a max value where the scaling stops. Like say 28% for resistance on runes. Need the ability to overwrite the runes and burn the current rune for another, this burns down the amount of runes in the economy and retains their value for picking them up as you need to change them out as you progress and need to fix different problems with your build since less of that ability is in the passive tree in POE2.
