"One With The Storm" Node on tree does not work at max stacks

"One With The Storm" node in the quarterstaff group does not work at max stacks. Skill I am using to consume power charges is Charged Staff. When I use the skills at one charge I get two stacks, two charges I get three stacks, but when I use with three power charges I get just three stacks.

This also seems to be the case with extra power charges. When I have five charges and use the skill, I get five stacks. From the wording of the skill, I would assume that we get an extra stack over our charge limit when we are at max charges, but that does not seem to be the case.

This is for PoE 2. Will find the correct forum.

This isn't a bug; Charged Staff can only buff up to the number of maximum Power Charges you have, regardless of how many get spent or how many times you spend them, so if you somehow spend more than your cap (say, 3) then it only can ever be set to 3 stacks at the full duration for those three stacks in total, never more.
