Combat Frenzy Quality

Combat Frenzy does not show what quality does for it.

According to fextralife it increases chance to give an additional charge, but the in game tooltip does not show this.

Any information on this?

in the Detail pane I can see the effect is working as intended so it seems to only be a tooltip error of not showing what quality does.
