Vaal City, No Rare Mobs, Can't Complete

My 34% increased number of rare monsters map did not have a single rare mob, and I couldn't complete it. Down to 2 monsters, no rare markers on map. I failed the map before when it was a boss map. I also have the bottom atlas keystone unlocked.
