Unable to enter maps on second character.

Title as above in Path of exile 2 i completed my cruel run and when i went through my dialogue with doriyani i noticed my quest log wasnt updated to the quests associated with mapping.

when i attempted to enter my first map on my second character i was given the error you cannot access endgame content until you have completed the campaign.
currently at ~ level 62 the only possible reference i have for where the bug is is in act 1 normal the quest "the mad wolf of ogham" has not marked as complete in my quest log.

Killed the count and "need to talk to hooded man to travel to Vastiri Outskirts"... I'm already almost done with ACT2 but it still shows incomplete for "The Mad Wolf of Ogham" quest. Worried I won't be able to start maps either...
