Arc will not chain back to enemies if 3 or more lightning rods are present

As noted in the title - If there are 3 or more lightning rods on the ground and you hit an enemy with arc, arc will hit the primary enemy once, and then jump to a lightning rod. Once it has hit the lightning rod, it will chain between the 3 lightning rods until it runs out, and will never chain back to the enemy.
I would chalk this down to Lightning rods not being able to reset the 3 target minimum to chain back to the initial mob, but they can, as long as there are only 1 or 2 lightning rods. If there are only 2 lightning rods and one enemy, or 2 enemies and one lightning rod, the arc will chain between the 3 targets equally. This problem does not seem to affect lightning arrow - Lightning arrow chains can chain off of a lightning rod and back to an enemy. I guess this could be intended if Lightning Rod is supposed to always attract chains with priority, but that is not explained in the skill gem, and Lightning Arrow does not seem to work this way.
