Tempest bell Bugged unbindable

last night played with no issue, logged on today same gear no tempest bell equipped.

looking at skill shows unselected for both weapon slots. upon atempting to reselect both I and II weapons for skill use it wil;l not save and defaults back to unselected. i beleive this may be the issue but as of nowe tempest bell is unusable. i use controller on pc. have also swapped to K&m and it is completely greyed and unavailable
