I see no downsides

GGG gets to appeal to both player crowds, instead of some weird middleground where they will make both sides less satisfied

All these post from players asking GGG not to give in and making the game easier
You could now relax and not worry about that anymore
GGG would be better able to give you what you want
And vice versa

They've already ran 2 modes side by side in PoE 1

You don't even have to develop it anytime soon
Simply announce it will happen

It would also stop a lot of the fighting between your playerbase
