Negative fire and lightning resistances on 2nd act normal?

Not sure when this happened, as I just noticed it.
I'm playing a Mercenary who is level 19, just killed first boss in act 2.
Looked at my resistances, and saw fire and lightning were at -10.

I made sure all my gear had no negatives on them, even removed everything, and still the same. Cold and chaos are fine. Tried logging out, and back in, and no change.

Yes this is normal and not a bug.
