"One with the Storm" passive skill bugged

Hi, i noticed a bug with One with the Storm passive tree.
Im playing monk and use Power Charges for Charged Staff Skill. As I understand, if I use it when having 5 Power Charges, the skill should give me 6 stacks of Charged Staff, but it doesn't - it gives only 5 of them, as if I didn't have One with the Storm passive.
It isn't only bug in displaying Charged Staff charges, i checked DPS on Tempest Flurry (i combine it with Charged Staff) and the DPS boost was exactly the same when using Charged Staff at max Power Charges, whether i was using it with or without One with the Storm

The question is what was the GGG intention with this one. So either it is a skill bug or the description misses an explanation. But I confirm that Charged Staff will not have more charges consumed than total max power charges for the character.

But I second this one, I didn't try it with other skills though, so I am not sure if it is just Charged Staff or other skills that consume charges behave the same.

EDIT: Reading through some other threads, it seems that this is intended for Charged Staff only. This is weird and confusing that there is a different wording on Charged Staff and different on other skills, and that the Charged Staff works differently.

Still not sure if this is intentional or just missed by GGG, but it is quite weird that GGG would want to prevent extra +1-20 lightning damage and a few seconds of buff in this specific interaction. Doesn't seem OP.

Adding to the bug, I might be wrong, but I remember seeing this one working correctly in the past week, now it isn't anymore.

Effectively, the bug happens around Max Charges, if your max charge is 5, and you use the Charged Staff while having 5(max) power charges, you should get Charged Staff as if you consumed 6 power charges, but that's not what happens. You still get Charged Staff but with 5 power charges.

It works fine with 1, 2, 3, 4. I'll be getting an extra power charge soon and comment if it's a bug around 5, or if it's around whatever is your max power charge amount.
