Stutters in Poe2 - it seems cause connection. Why?

So, i finally found the reasons of stutters - its Network green line in game.
Im connecting to Moscow server which suppose to have 3ms ping. With this ping no lags. But some zones randomly have like 35-40 MS (or even jumping higher). I know sounds not alot, but in such areas i stutter as hell. So, why such zones exist? all of them should be 3ms, no? ______ Also its weird that it only has this issue via modem connection. IF i use my phone as a modem and its mobile internet - everything is fine. Even in this zone where i had issues with home internet. And dont get me wrong - when i stutter with modem connection - MS in game graphs is not going up or down. its same like 45 ms. But i still stutter. So weird. I mean ok, im not even asking for a help cause i bet its a nightmare, but can at least SUpport explain me why my server instead of 3ms instances is giving me 40ms? this is like very weird. Maybe something wrong with Moscow server overall and you can tell them to fix it? Cause in poe 1 i never saw such issue with this server.
