Level 17 Warrior only ever getting Level 1 Uncut Support Gems BUG

Is there a setting I am missing? Did I miss click something somewhere? At first I thought it was random terrible awful horrible bad luck.

Support gems are only lvl 1, 2 and 3. I don't think you get lvl 2 support gems until your character is lvl 30-ish
