Stormcaller Arrow with Pierce

Stormcaller arrows do not stick to the first target that they hit when combined with pierce. Against bosses, stormcaller arrow is useless if you have at least one pierce on your build. This seems like an oversight rather than an intended mechanic, or at least I hope that this is the case.

I've been losing my mind over this today. Went through ever possible modifier on my character, I have 0 pierce and the arrow still wont bolt the enemy they hit. Looked for other reasons why the skill might not be hitting the target but can't find any. The skill will deal its first instance of damage so I know it's connecting at least. I watched videos online of people with a similar build to my own and it works totally fine for them. Maybe it's the particular enemies I am using them on, but I'm so lost.
