Constant packet loss on POE 2

I play other games that require a fast internet connection. this is the only game that I continually lag on and have massive packet loss. I have the performance metrics on and my latency constantly spikes to over 220+ then drops back down to 18 over and over. I HAD NO CONNECTION ISSUES EARLIER TODAY AROUND 1200 US West coast time. This is clearly a server stability issue. the game is pretty much unplayable until this issue is addressed.
