Ball Lightning with Gemling Legionnaire doesn't shock

I *think* this is a bug, but i'm genuinely not sure.

I have a gemling legionnaire with the ascendancy "Adaptive Capability" passive skill, which lets me satisfy gem requirements with my highest attribute. So I have 110 Dex, which satisfies the Int requirement to use Ball Lightning.

I can equip and use the skill in combat, but it just straight up does not shock enemies. I can spam it till the cows come home and it never shocks any enemies.

disregard, i'm just dumb

if shock chance is based on damage, the skill doesn't hit hard enough for me to have a high chance with such low Int.
