Stat/Level Req's for Caster Uniques Dropped in High Level Zones

When wands and staves drop in higher level zones, they drop with high level spell implicits (mana drain, power siphon, etc.). Due to the high level implicits, the items have massively increased character level and stat requirements to equip. Here is a Lifesprig dropped in Clearfell Woods, and a second Lifesprig dropped in Cruel Act II:

This wand, which should have requirements like character level 6 and 16 int, instead requires character level 52 and 119 int. No character with stats high enough to equip this would ever use it.

This will mean that in trade leagues popular leveling uniques will most likely have massively increased prices. For SSF players, it's much worse because most of their uniques will be dropped from maps where they have higher rarity and pack size, and all of the caster uniques dropped there will be useless because of the high stat and level requirements.

While there might be some weird edge case where this might be useful for a snowflake default attack build, I don't think that those edgecases are worth the impact on gameplay that dropping leveling uniques with massive stat requirements that make them useless will have on gameplay.

I just had this happen. Playing SSF, was excited for the drop. Realized the stat line and that it's likely never going to be used.

It'd be great if we could down-level the built-in skill? I think that's what's causing the level/stat requirement?
