Electrocuting Arrow feels clunky to use

At the end of the animation the character briefly stops in their tracks completely. This interrupts the sense of flow you have while leaping, and it just throws me off every time that I have to wait about half a second at the end where nothing really happens, but where I am also not able to perform any action – apart from dodge rolling.

Seeing as you can cancel this last bit of the animation anyway with this, I think you should just remove it altogether and make it more fluid.

+1, as a movement tool it sucks, this slow recovery and the slow recovery from dodge widen the gap on player speed vs mob speed.
If Electrocuting Arrow didn't jump over enemies, but, rather causes the player to leap backwards, like Escape Shot, it would be far better. Add to this its poor recovery and it frequently gets anyone using it killed.

I think the jumping over enemies is fine. I just use it when the boss is about to do some attack to dodge it and apply my electrocute. It's more about the poor recovery for me.
The animation is just scuffed in general and feels esp bad after dodge got buffed.

I've used it on larger enemies and just stopped at the enemy's feet mid flight. I wouldn't even use Escapist Shot compared to dodge if it didn't have the ability to give some extra Cold damage.

Animation time is a huge issue for most if not all powers. The designers favored having powers look pretty and realistic and then slaps on +500% action/move speed on mobs so they can zerg you while you are stuck in animation. This is "difficulty."

For games like this where life and death is determined in milliseconds, the impact of powers should be proportional to cast time, there should be an evaluation of risk vs reward for cast times but right now it's all aesthetic fluff.
