During leveling, the Regenerates Life monster attribute is too strong on certain rares / bosses

Though this may be sound highly anecdotal and might be due to balance issues playing a sorcerer (or just a player skill issue), but I think the "Regenerates Life" attribute on certain rare monsters while leveling is too strong.

I've discovered an instance where rare / boss monster with that was impossible to defeat.

Act 2
Location: Deshar
(Map) Monster level: 28
Rare Monster Name: Mugin, Frost Bringer
Spawned attributes: Volatile Crag, Regenerates Life

Player Character: Level 34 Stormweaver
Energy Shield passive spec with magic penetration.
Skill rotation: Lv7 Conductivity > Lv7 Flame Wall (spawns Lv7 Raging Spirits) > Lv 8 Solar Orb > Lv 8 Orb of Storms > Lv 8 Arc (listed Dps for Arc: 262)

Granted, one could just reload the map and walk back to the monster again to get a different attribute roll, but with how large the maps are, it will likely disrupt the map flow had it been on a rare / boss monster that's deeper in the map.

I'd ask that you guys consider rebalancing or omitting the attribute while early-game leveling.
