Cast on Shock - Not Triggering

Cast on shock is not consistently triggering when it reaches 100% energy. The tooltip makes it seem like it will trigger once it hits 100 - but my shock meter goes up to 100%, and then it triggers (sometimes) on the NEXT shock. Sometimes I will shock at 100% and it still doesn't trigger. (see video for example).

I'm not entirely sure, but I believe that once you're at 100% charge, you'll have to cross a threshold again and shock some enemies for the cast to actually happen.

You can also see this if you look at the buff in the top left. It doesn't increase in percentages smoothly, but rather it always takes a few moments for the percentages to increase. And it doesn't add up for every single shocked enemy, but only for certain groups.

But be happy that you can still activate the aura at all. I can't activate the aura cast when shocked under any circumstances because it's bugged for me :/
