Stormcaller Arrows goes through targets.

I thought it was my accuracy, so i spent so much money to change ascended passives to accuracy. The arrows all goes right through the mobs but regular basic attack arrows hit just fine, so its not accuracy. i thought it might have been one of the gems so i removed all gems but still goes through targets..
