'Critical hit chance' vs 'critical hit chance' for 'spells' - Passives / mechanics clarifications

Would like if the tooltips for things like 'critical hit chance' were clearer.
I understand there is 'critical hit chance' for 'spells' but the quotation marks are separate for the latter.

its not clear does 'critical hit chance' apply to spells? yes you could spec it and check the stats then refund it.

but i think it should just be clearer and specially state that it does not aplly to spells
