Heavy Stuns Sometimes are Ignored

Multiple monsters that I have done heavy stun against, meter is ticking down, will still move and do full attack combos. Also while not the same issue, multiple monsters and bosses when heavy stunned will make GIANT movements for their stun animations, there should be no movements, this shouldn't be happening. They should drop down where they are stunned, and not start moving at all until the stun is over. They shouldn't get blasted back, make steps before stumbling over, swing their body around or any drastic movements for their stun animations. That is not being stunned, that is movement.

Are they stunned or Dazed? Daze, the way it looks like it works, is the debuff goes from 0->100% once over 99% the debuff changes to Dazed and applies for the duration (8 seconds). During this time stun building hits contribute 50% more to stun meter.

Once thing i've noticed is once a mob becomes dazed it seems to just reset the entire stagger meter to zero and leaves it at zero for the duration of the daze. Thus, trying to heavy stun sometimes just dazes the mob and removes the ability to heavy stun; it's wildly frustrating.
