Act 1 Cruel no tool tip for quests bugged

I select a quest and it immediately takes me to quests from act 1 normal. upon clicking act 1 cruel I can click multiple quest that I'm on an it does absolutely nothing at all. I don't get any identification of what I'm doing I am just literally winging it lol.
