Resonating Shield damage seems off

Resonating Shield seems to be missing the entirety of its Base Physical Off-Hand Damage.

A Level 7 Resonating Shield has 15 to 23 Base Physical Off-Hand Damage, and a Scaling of 2 to 4 per 15 Armor from your equipped Shield. The DPS breakdown, however, reports a Total damage per hit of 2 to 4 Physical while holding a Shield that gives exactly 30 Armor.

Not only is the scaling off, but the entire base damage of the skill is missing. The Damage of a Level 3 Resonating Shield is almost identical to that of a Level 7, with a 1-2 damage per hit variance from the amount the Armor Scaling increases.

Testing this level 7 Resonating Shield shows that the reported number is accurate, as it takes ~12 hits to kill a single Hag in Level 2 Clearfell.

I think the skill is thematically really cool, and I'm totally down for low, AoE periodic physical damage, but hopefully there's just some wires crossed under the hood of this one.

Can confirm, both the base damage and scaling are off. Equipping a weapon with +3 melee skill levels is reflected on the tooltip but the dps remains the same (8.3 for me). I'm guessing this skill is always scaling as if level 1 with 0 base damage.
I can also confirm that this bug is happening.
Noticed it yesterday as well, very frustrating.
It seems like Armour Breaker is having a very similar issue. At skill level 14 (12 for RS), I'm getting 1088 DPS from a gem-less 1h Mace Strike, but only 432 from Armour Breaker and 158 from Resonating Shield (with a 221 armor shield on) Shield Charge only manages 392 gem-less.
Not fixed as of 1.0e.

The buff did *something* but the numbers are still wrong. My level 6 resonating shield says it should have a base damage of 13 to 19 and I'm using a 50 armour shield so it should fall somewhere around 31 to 51 base damage yet the Advanced Info for the skill shows 8 to 11 damage.

As for this comment, no, Armour Breaker is really just that bad. At level 6 for me it's 112% attack speed (while dual wielding but only hits with the right hand weapon) and 77% attack damage (86% of "Base" 100% ASP/DMG DPS) compared to 140% (70%x2) attack speed and 153% attack damage (214% of "Base" 100% ASP/DMG DPS) from level 6 mace strike. Default Attack is actually more than twice as strong.

Nevermind, I figured out the issue. The skill is just garbage. What I failed to see is that GGG for some godawful reason gave this skills a big, juicy, FAT, 35% attack damage scaling at base level. This persists across basically every shield skill with all of them having abysmal damage scaling for their attack speed and/or cooldown. It's not a bug, it's all intentionally bad.
What the .. you give it a base off hand physical damage and then scale it down with 40% attack damage modifier? :-D why? Just make it 100% at level 1 and scale it up, this is so confusing right now.
