[PoE2] Vaal Rope sticky

There seems to be a visual issue with the rope being very very stretchy when you kill a vaal guard that slings a rope dart at you.
Its "nearby" distance, but essentially I could strench it just out of screen on 16:9 aspect on 1980x1080.



Not sure if intended but I think the rope should drop when the enemy dies since they'd let go being dead of course.
